Summary:
In the past session, Rep. Don Kopp, R-Rapid Cities, introduced a unique property tax credit for private-school parents. The bill was opposed by Governor Dennis Daugaard's administration, and never left committee.
“This voucher mechanism is concerning because it shifts public funds away from public schools, and it does so in a way that gives larger vouchers to more affluent families,” said a spokesman for the governor when the bill was under consideration.
