Breakdown:

Idaho’s state House of Representatives narrowly passed House Bill 286 during the 2013 session, legislation that would have created tax credits for groups giving private-school scholarships. A Senate committee subsequently voted it down.

The bill marks the second time that state Sen. Bob Nonini, R-Coeur d'Alene had pitched a tax credit to the legislature. “I plan to continue the push for tax credits for donations to organizations that grant scholarships to qualifying families,” he said to the Heartland Institute, a libertarian organization.
