Breakdown:

Georgia’s tax credit program recently made national headlines over allegations of abuse: Scholarship-giving organizations allegedly promised full scholarships to children of rich families (for which they’d be reimbursed in tax credits), so long as the children’s parents first gave a contribution.

The legislature in Georgia passed legislation to try to stop such abuse in March 2012. It then expanded the tax-credit scholarship program during the 2013 session to a total of $58 million in tax credits.
