Existing Programs:
Income-Based Scholarship Program (2013)
Gives voucher of up to $4,200 to any incoming kindergartner to attend private school. in subsequent years,
Cleveland Scholarship and Tutoring Program (1995)
Gives voucher to any child in Cleveland to attend private school.
Autism Scholarship Program (2003)
Gives vouchers to children on the autism spectrum to go to a private school.
Educational Choice Scholarship Program (2005)
Provides vouchers to students who attend a “failing” public school to attend a private school. The cap on vouchers is set at 60,000.
Jon Peterson Special Needs Scholarship Program (2011)
Gives vouchers of up to $20,000 to students with disabilities to attend private school and attain other services, like educational therapy.
Pending Legislation:
House Bill 158
“Low-Income Student Nonprofit School Scholarships”
Creates a tax credit scholarship program. The bill was introduced on May 7, 2013 by Rep. Andrew Brenner, R-Powell, and has yet to leave committee.
Summary:
In June, Ohio passed a statewide expansion of its Cleveland Scholarship and Tutoring Program. The statewide program will at first give vouchers to just low-income kindergartners, but in time all low-income families will be eligible. The program will stay capped at 2,000 vouchers per grade per year.
The legislature passed the budget on the 11th anniversary of Zelman v. Simmons-Harris, the U.S. Supreme Court case that upheld voucher programs as Constitutional in spite of the Establishment Clause.
