Summary:

Tennessee was on the cusp of enacting private school choice legislation in 2013. Governor Bill Haslam is a proponent of school vouchers, and introduced the Tennessee Choice & Opportunity Scholarship Act (House Bill 190/Senate Bill 196) this spring, which would have created private school vouchers for children who either attend a “failing school' or come from a low-income family. When legislators began attempting to expand the scope of the voucher program to middle-income families, Haslam withdrew the bill.

There was another close call in 2011, when a voucher bill passed the Senate but died in the House.
