Summary:

South Carolina just passed voucher legislation with its 2013-2014 budget, becoming the 23rd state to enact private school choice. The program focuses specifically on students with disabilities, although initially it was proposed that the program be for students from low-income families. Governor Nikki Haley approved the budget in late June.

State legislators have said they will try to expand the program to low-income children next year.
