Breakdown:

The Douglas County voucher program in Colorado was created by the county board in 2011. The program is currently being challenged by the ACLU; a court of appeals ruled in March that the program was legal, and now the ACLU is petitioning the state Supreme Court to hear the case.

Colorado has tried to pass legislation to expand upon the pilot program in Douglas County to expand it statewide. Three bills that would have created tax credits for private-school parents failed during the 2013 session.
