Breakdown:

Much like Massachusetts, Michigan has language in its Constitution that bars the possibility of school privatization legislation. An amendment adopted in the 1970s explicitly prohibits the use of public funds for private school vouchers or tax credits. There have been two attempts to appeal the amendment in 1978 and 2000, but both failed.

Governor Rick Snyder is a proponent of school vouchers, and recently came under fire for secret meetings in which members of his Administration developed plans for voucher substitutes.
