Breakdown:

Wording in Kentucky’s Constitution would make legally enacting a voucher program difficult, if not outright impossible. A tax credit scholarship program is far more likely to be pursued, as far as Kentucky school choice legislation is concerned.

For now, it seems unlikely like any such legislation will be pursued. Governor Steve Beshear is opposed to school choice legislation.
